Instructions to Potential Respondents
The Respondent is a business entity that will contract with third parties (property valuation firms) participating in the NatHERS for existing homes trial – Phase 2. The Department of Climate Change, Energy, Environment and Water (DCCEEW) have funded the trial and CSIRO will be delivering software tools and other services to support the trial.
Respondents are required to be Nationwide House Energy Rating Scheme (NatHERS) accredited assessors, or to employ such assessors, and to be currently delivering accredited energy ratings for new homes.
CSIRO will provide access to the ‘AccuRate Enterprise – Existing’ software tool to assessors engaged in the trial. AccuRate Enterprise – Existing is the software currently approved under the NatHERS to be used to assess the energy performance of existing dwellings for the trial.
CSIRO, or a third party contracted by CSIRO, will provide training to assessors in the use of AccuRate Enterprise – Existing. This training will assume prior, professional knowledge and experience using other NatHERS accredited software (FirstRate5, Bers Pro, Hero or AccuRate Home). Attendance at training will be required before any respondent performs energy ratings for the trial.
The trial will commence in late 2024 and close on 30 June 2025. The number of assessments completed under the trial will be dependent on demand from the banking sector and on household consent to participate. CSIRO estimates that between 5000 and 10,000 assessments will be required in total.
Completing this EoI does not guarantee the respondent work under the trial. All commercial arrangements are to be managed between the respondent and participating valuers. CSIRO will make the details of all respondents available to the valuers who will contact respondents at their absolute discretion. Valuers will not be obliged to contact any particular respondent to this EoI, however only respondents to this EoI may perform work under the trial.
This EoI will be final. There will be no further opportunities to participate in the trial if you do not respond to this EoI.
EoI Requirements
CSIRO recommends that your Response:
- be as concise as possible while including any and all information that your organisation wants participating valuers to know
- does not include general marketing material that does not relate to the specific requirements of the trial
- demonstrates your alignment with NatHERS accreditation, guidelines and technical notes, your company capacity and capability together with your quality assurance procedures.
All respondents who meet the mandatory criteria and complete all fields in the EoI form will be included on the panel and CSIRO will provide their contact details to participating banks and valuers.
Your organisation’s participation is at your sole risk and cost, and you should note that your organisation may incur costs in participating and if not successful, be unable to recoup those costs.
